Money in Dubai 2026: how to pay as a traveller from Russia and the CIS
Russian-issued Visa, Mastercard and MIR cards do not work in the UAE. Here are the options that do: cash, exchange houses, UnionPay, foreign-bank cards and crypto.
The short version
Visa and Mastercard cards issued by Russian banks do not work in the UAE, and the MIR card is not accepted either. Working options for a guest from Russia in 2026: cash exchanged locally, UnionPay cards, cards from foreign banks (Kazakhstan, Armenia, the UAE, Kyrgyzstan and others) and crypto via licensed exchanges. The safest plan is to bring cash and keep at least one working card for deposits and online bookings.
Currency and rate
The local currency is the UAE dirham (AED). It is firmly pegged to the US dollar and barely moves: 1 USD is about 3.67 AED, so 1 AED is roughly 0.27 USD. Roubles are not used directly in Dubai, so bring dollars or euros and exchange them on the spot.
What actually works
- Cash (USD, EUR, AED), the most reliable method. Bring dollars or euros and change them into dirhams at exchange houses.
- UnionPay, issued by some Russian banks. Accepted in many shops and ATMs, but not everywhere, so do not rely on it alone.
- Foreign-bank cards opened as a non-resident (Kazakhstan, Armenia, the UAE, Kyrgyzstan, Uzbekistan). Visa and Mastercard from these banks work normally.
- A UAE bank card, if you have residency or property in the emirate.
- Crypto (USDT and others), legal and regulated in Dubai, exchanged for dirhams through licensed dealers and OTC. For a tourist this is a backup, not the main channel.
Where to exchange currency
The best rate comes from chain exchange houses, not the airport or the hotel desk. Trusted chains: Al Ansari, Al Fardan, LuLu, GCC Exchange, Sharaf Exchange, found in almost every mall.
- Airport rates are noticeably worse, change only enough for a taxi there.
- Compare the rate on the board, commission is usually zero or token.
- Keep your exchange receipt.
Tip: ATMs dispense dirhams with a UnionPay or foreign card but charge their own fee of around 20–30 AED per withdrawal plus your bank's conversion. Withdraw less often in larger amounts.
How much cash to bring
As a guide, a couple for a week in a comfortable style should plan 5,000–8,000 AED in cash for food, taxis, souvenirs and small spending, with the hotel and big activities budgeted separately. We will calculate the exact figure for your dates so you do not carry more than needed.
Paying by card: one key detail
When you pay with a working foreign card, the terminal often offers to charge in your home currency rather than dirhams. This is dynamic currency conversion (DCC) and it is almost always a bad deal. Always choose to pay in dirhams (AED) and let your own bank convert at a fair rate.
Deposits and bookings
Hotels, car rental and yacht charter often place a deposit hold on a card. UnionPay does not always clear these, so keep a working foreign-bank card for deposits and online bookings, and cover daily spending with cash.
Tax, tips, refunds
VAT of 5% is already in the price. Visitors can reclaim part of it via Planet Tax Refund at the airport, with a minimum purchase of 250 AED on one receipt. Tips are optional but customary: 10–15% in restaurants, round up taxis, 10–20 AED for a porter.
Safety
Dubai is very safe, so carrying cash is fine. At customs, declare amounts above 60,000 AED (about 16,000 USD). Bank and payment-system rules change, so check with your bank before you travel whether your card works in the UAE.
